As of November 7, 2007, all employers are required to use an updated version of the I-9 Form when hiring or re-verifying employees. The federal government actually made revisions to the law in 1996 and the former Immigration and Naturalization Service enacted new federal regulations in 1997. Both of these legislative enactments reduced or limited the number of acceptable documents that can be relied upon when hiring an attorney. However, the I-9 form was never revised. The current change is made to bring the I-9 into conformity with governing law and regulations.
The U.S. Citizenship and Immigration Services has authored and published a helpful press release to assist employers. The USCIS also has an Employers' Handbook, which is a tool to help employers in understanding and implementing the new I-9 Form.
